Introduction

Before the publication of the Judicial Opinion 80 and its accompanying commentary (both published in the January 2005 issue of the IJSEM), the nomenclature of the genus Salmonella was regulated by two systems: one system conforms to the Rules of the Bacteriological Code (1990 Revision) and one system not in accordance with the Rules.

The system conforms to the Rules was used by a minority of bacteriologists.
In this system, the type species of the genus Salmonella is Salmonella cholereasuis (type strain ATCC 13312) and the genus Salmonella encompasses 14 validly published names of species, subspecies, and new combinations: Salmonella arizonae, Salmonella bongori, Salmonella choleraesuis, Salmonella choleraesuis subsp. arizonae, Salmonella choleraesuis subsp. bongori, Salmonella choleraesuis subsp. choleraesuis, Salmonella choleraesuis subsp. diarizonae, Salmonella choleraesuis subsp. houtenae, Salmonella choleraesuis subsp. indica, Salmonella choleraesuis subsp. salamae, Salmonella enteritidis, Salmonella paratyphi, Salmonella typhi, and Salmonella typhimurium.

The other system, proposed in 1987 by Le Minor and Popoff, did not conform to the Rules, because the Request for an Opinion published by these authors was not granted by the Judicial Commission. However, the proposal by Le Minor an Popoff has received wide acceptance and was used by an ever increasing majority of bacteriologists.
Le Minor and Popoff requested that Salmonella enterica (type strain LT2) is the type and only species of the genus Salmonella. These authors proposed the following new subspecies and new combinations: "Salmonella enterica subsp. arizonae", "Salmonella enterica subsp. bongori", "Salmonella enterica subsp. enterica", "Salmonella enterica subsp. diarizonae", "Salmonella enterica subsp. houtenae", "Salmonella enterica subsp. indica", and "Salmonella enterica subsp. salamae".
Le Minor and Popoff also requested that the name Salmonella choleraesuis is a heterotypic synonym of "Salmonella enterica", and that Salmonella enteritidis, Salmonella typhi and Salmonella typhimurium are heterotypic synonyms of "Salmonella enterica subsp. enterica".

In 1999, Reeves et al. validly publihed the name of the new combination Salmonella bongori.

In 1999, Euzéby published a new Request for an Opinion in order to support the proposal by Le Minor and Popoff. This author requested that the type species of the genus Salmonella be "Salmonella enterica" (type strain ATCC 13312), this species being divided into 6 subspecies ("Salmonella enterica subsp. arizonae", "Salmonella enterica subsp. diarizonae", "Salmonella enterica subsp. enterica", "Salmonella enterica subsp. houtenae", "Salmonella enterica subsp. indica" and "Salmonella enterica subsp. salamae").
Moreover, to avoid further confusion Euzéby also requested (i) the rejection of the specific name Salmonella choleraesuis; and (ii) the conservation of the name Salmonella typhi, because the name "Salmonella enterica subsp. enterica" serovar Typhi, or Salmonella Typhi (shortened nomenclature recommended by Le Minor and Popoff) could lead to accidents that may endanger health and life [see, Rule 56a(5) Note 1].

In 2000 Ezaki, Amano, Kawamura & Yabuuchi validly publihed the name Salmonella paratyphi.

In 2000, Ezaki, Amano, Kawamura & Yabuuchi, Ezaki, Kawamura & Yabuuchi, and Yabuuchi & Ezaki requested (i) the conservation of the name Salmonella choleraesuis as the type species of the genus Salmonella; (ii) the recognition of the nomenclatural standing of Salmonella typhi, Salmonella enteritidis, and Salmonella typhimurium; (iii) the conservation of the names Salmonella enteritidis, Salmonella paratyphi, and Salmonella typhimurium; and (iv) the rejection of the name "Salmonella enterica".

On 29 and 30 July 2002, the Judicial Commission carefully discussed the request by Euzéby, the two requests by Ezaki et al., and the request by Yabuuchi & Ezaki. The Judicial Commission has also taken the request of Le Minor & Popoff into consideration.
The Judicial Commission has issued an Opinion (the Judicial Opinion 80) and decided (i) that Salmonella enterica becomes the type species of the genus Salmonella; (ii) that the epithet enterica in Salmonella enterica is conserved over all earlier epithets which may be applied to this species; (iii) that the type strain of Salmonella enterica is strain LT2 (= ATCC 43971 = CIP 60.62 = NCIMB 11450 = NCTC 12416); (iv) that the subspecies and new combinations proposed by Le Minor and Popoff should be considered to be validly published, with the dates and authorship being assigned to these authors; (v) that the names Salmonella choleraesuis, Salmonella enteritidis, Salmonella paratyphi, Salmonella typhi, and Salmonella typhimurium are not included in the list of epitheta specifica conservanda (conserved specific epithets in names of species of bacteria) and (vi) that the name Salmonella choleraesuis, is not included in the list of epitheta specifica et subspecifica rejicienda (rejected specific and subspecific epithets in names of species and subspecies of bacteria).

As all Judicial Opinions, the Opinion 80 is limited to matters on nomenclature and does not help to interpret the taxonomic consequences.
The Judicial Commission did not reject the epithet choleraesuis in Salmonella choleraesuis and the major problem, following the Judicial Opinion 80, is that two systems of nomenclature are in use for the genus Salmonella: the "old" system (i.e. names validly published before publication of the Judicial Opinion 80, except that the type species of the genus must be Salmonella enterica), and a "new" system (i.e. names validly published as a consequence of the Judicial Opinion 80).

In order to help the bacteriologists to interpret both the nomenclatural and taxonomic consequences of the Opinion 80, Tindall et al. wrote an accompanying commentary. In this commentary, the authors provide a list of names that should be followed according to the ruling of the Judicial Commission together with the taxonomic interpretation of Le Minor and Popoff (1987) and Reeves et al. (1989). These names are underlined in the body of this file and they are listed below in alphabetic order.

. Salmonella enterica subsp. enterica (heterotypic synonyms Salmonella choleraesuis subsp. choeraesuis, Salmonella enteritidis, Salmonella paratyphi, Salmonella typhi, and Salmonella typhimurium).
. Salmonella enterica subsp. houtenae (homotypic synonym Salmonella choleraesuis subsp. houtenae).
. Salmonella enterica subsp. indica (homotypic synonym Salmonella choleraesuis subsp. indica).
. Salmonella enterica subsp. salamae (homotypic synonym Salmonella choleraesuis subsp. salamae).

It is important to note that all validly published names, even if they are not cited in the above list or not underlined in the body of this file, can be used by bacteriologists.

On March 18, 2005, a new species, Salmonella subterranea Shelobolina et al. 2005, was validly published by citation on Validation List 102. However, this species is closely related to Escherichia hermannii and does not belong to the genus Salmonella. See Salmonella subterranea.

1 Ezaki et al. 2000 proposed the new species Salmonella paratyphi by raising Salmonella choleraesuis subsp. choleraesuis serovar Paratyphi A to species satus.
2 The name Salmonella paratyphi (ex Kayser 1902) Ezaki et al. 2000 was not included in the "Notification that new names and new combinations have appeared in volume 50, part 2, of the IJSEM" [1]. So, according to the minutes of the meeting of the Judicial Commission (14 September 1990, Osaka, Japan) [2], Salmonella paratyphi is not validly published. However, in the opinion of the author of "List of Prokaryotic names with Standing in Nomenclature" the name Salmonella paratyphi has standing in nomenclature. Moreover, Salmonella paratyphi is listed in the paper by Tindall et al. 2005.
